What is operating memory?
Not storage, and not a knowledge base. Operating memory is the decisions, evidence, objections and outcomes a business can actually reuse.
Most businesses have plenty of storage and very little memory.
Storage answers “where is the file?” Memory answers “what did we decide, why did we decide it, who approved it, what evidence supported it, and what should happen next time?” The second question is the one that decides whether work compounds.
Why documents are not memory
A document is a snapshot of a conclusion. It rarely carries the objections that were raised and dismissed, the options that were rejected, or the constraint that made the decision obvious at the time and invisible six months later.
What makes memory operating memory
Three properties: it is bound to evidence, so a claim can be checked rather than trusted; it is bound to approval, so you know who accepted it; and it is reusable, so the next piece of work can start from it.
If a system remembers but nothing downstream can use what it remembers, that is an archive.
